Actually, a man can choose whether to be financially responsible for a child in the US as well. All he has to do if he doesn’t want the responsibility is sign away his parental rights. Doing that means the city/state can’t demand child support.
From what I’ve looked up, this isn’t true, or is up to the judge and depending on laws in the area....
